Bug Description

Seems we messed up the rebase a bit and now boot into single user mode (and continuing gives you the friendly recovery menu)

I think this needs to be squashed into the recovery patch but I didn't test it: https://gist.github.com/julian-klode/9e64ded494d208f3597cab498177f533

Basically upstream changed the code to initialize things earlier and we just appended to it, so this aligns it with the new upstream approach.

@juliank Tested your patch, it works fine. The recovery patches are upstream in Debian too, so I submitting the fixup for this on Salsa.

Ubuntu itself has another recovery patch for ZFS which my or may not need a similar fixup.

Seems like the ZFS recovery entry is correct, so that was a false alarm. This will be fully fixed by the first 2.12-1 ubuntu upload.
