Bug Description
As GNOME follows coordinated translation method, the GNOME l10n teams should be moderated and only team administrators (the official GNOME l10n coordinators) should be able to add members to this team.
This has already been accomplished in Rosetta in Gnome Translation Project.
The problem is that Rosetta also includes Ubuntu translation projects, which somehow includes yet another version of GNOME translatable modules, and strangely, these modules do not seem to depend on the separate GNOME Translation Project listed at Rosetta.
The result is multiple translations accomplished by people who are not members of the official GNOME l10n team and do not know the glossary and style the language has chosen.
Please kindly remove all the GNOME modules from ubuntu translation packages, so that whenever somebody decides to translate any GNOME modules, she/he will have to request membership to the official GNOME Translation Project at Rosetta and get approval from the appropriate language coordinator responsible for that specific language.
This issue should not be hard to solve (just remove GNOME translatable modules from ubuntu translations packages, leaving the GNOME Translation Project modules unaltgered).

That's not a bug, it's a feature! Rosetta allows for the separate
translation of distro and upstream, which is very useful in the case
where distributions need a consistent distro-wide translation policy
that might be different from that of a particular upstream.
The translations you are referring to are for the Ubuntu language packs.
They can also be used by the Gnome upstreams - they will show up as
suggestions when you are translating the upstream pofiles in Rosetta.
For 2.0 we will work on simultaneous translation, where someone who is a
member of the ubuntu team *and* the gnome team can translate both at the
same time. Also, we are working on merging interfaces, so it is quick
and easy to merge translations from one pofile to the other in Rosetta.
