Default keyboard layout for Kurdish is wrong

Bug Description

The default Kurdish keyboard layout in Ubuntu is "Turkish Q", the standard keyboard layout for Turkish. This keyboard layout does not have all letters necessary for Kurdish.

Proposed solution:
Replace the default keyboard for the locale ku_TR with the keyboard layout "Turkey, Kurdish Latin Q"

Are you sure "console-setup" is the correct package? I meant the GNOME/KDE default keyboard, for the console there is already bug #28683

console-setup is used during installation to configure the keyboard layout for both the console and X. If there is already a bug for the console, then this is simply a duplicate of it, and I'll mark it as such.
