Window Manager Settings and Window Manager Tweaks no longer shown in Xubuntu Settings menu

Bug Description

In Xubuntu Hardy Alpha 5, "Window Manager Settings" and "Window Manager Tweaks" are no longer present in Applications->Settings, and thus can only be reached through Settings Manager, as opposed to most other settings applications.

We did this on purpose.
All these desktop files are duplicates of the "Settings Manager" items, so we are removing these to clean the menu. Only a few xfce apps (xfce4-{mixer,session,panel}) still install these desktop files.

On an up-to-date hardy system, only xfce4-panel installs a desktop file to the settings menu.

  * Merge with debian unstable. Remaining changes:
    - debian/control: bump xfce4-mcs-manager-dev to (>= 4.4.2)
    - debian/xfce4-panel.1: update bug reporting (LP instead of Debian BTS)
    - Adhere to DebianMaintainerField
  * debian/control: don't depend on exo-utils
  * debian/xfce4-panel.install: don't install the mcs settings desktop file.

  * debian/compat: bump debhelper compatibility to 5.
  * debian/control:
    - bump build-dep on debhelper accordingly.

  * debian/copyright: use © sign.
