feisty->gutsy upgrade does not work with APT::Get::AllowUnauthenticated set

Bug Description

Binary package hint: update-manager

A upgrade from feisty->gutsy fails with a error that the prerequists could not be fetched.

TEST CASE:
1. install feisty
2. add the line:
APT::Get::AllowUnauthenticated "true";
    to your /etc/apt/apt.conf
3. run update-manager
4. click on the "upgrade" button
5. verify that it fails

Fix:
6. run "update-manager --proposed"
7. click on the "upgrade" button
8. verify that it comes up with a dialog offering to upgrade

I tested this like 2 months ago, and it doesnt really matter if it is in gutsy and hardy, the problem is, as subject suggests, in fesity.
I've given up on waiting for this to be fixed in feisty, I dont have any feisty machines left to upgrade. But I do know that the fix works!

I tested update-manager version 0.81.2 and the test case provided and I was not able to upgrade to Gutsy Gibbon.

After using update-manager version 0.81.3, via the '--proposed' switch, I was able to complete the full upgrade process to Gutsy Gibbon!
