feisty->gutsy upgrade does not work with APT::Get::AllowUnauthenticated set

Bug Description
Binary package hint: update-manager
A upgrade from feisty->gutsy fails with a error that the prerequists could not be fetched.
TEST CASE:
1. install feisty
2. add the line:
APT::Get:
to your /etc/apt/apt.conf
3. run update-manager
4. click on the "upgrade" button
5. verify that it fails
Fix:
6. run "update-manager --proposed"
7. click on the "upgrade" button
8. verify that it comes up with a dialog offering to upgrade
