Bug Description

Landscape should implement the nrpe-external-master interface to share Landscape endpoint information with NRPE.

Without this, if the Landscape services do not start for some reason (e.g. the maintenance breadcrumb, /opt/canonical/landscape/maintenance.txt, prevents normal startup), we do not get any alerts via Nagios.

Taking the above example a little further: if running a 3 node landscape-server cluster, and if 2 of the 3 nodes are silently down, pausing the last online node will result in landscape going completely offline - preventing use of Landscape, as well as Landscape-hosted package mirrors.
