Bug Description

During disk setup partition table cannot reload and fails with

blockdev: ioctl error on BLKRRPART: Device or resource busy

This is caused by `/` being mounted.

Thanks for this bug report. We'll need some more context before we can understand and/or reproduce this issue. Could you please run:

  cloud-init collect-logs

on an affected system and attach the tarball to this issue?

Additionally, any other relevant context about the system and disk setup would be helpful.

I'm setting this bug as 'Incomplete' for now. Feel free to set it back to 'New' when we have more info.
