Bug Description
Currently the nrpe charm will report its status as active when it is not related to a nagios instance or nagios_master is not configured.
This can be misleading as both charms can be deployed and appear to be active but nagios checks are not taking place.
This may occur, for instance, in the circumstance in which a model is deployed from a bundle and that bundle is missing the necessary relation.
