Bug Description
The neutron-openvswitch and neutron-gateway charms parse data-port as <bridge>:<port> but ovn-chassis does <port>:<bridge>. If there is no explicit reason for this can we please change it to be the same as the other charms? There is actually common code to do this @ [1].
