docs: cloud-init user-data docs should mention kernel cmdline options

Bug Description

user-data can also be provided via kernel cmdline params to the NoCloud datsource. It probably is worth exposing at least a link to https://cloudinit.readthedocs.io/en/latest/topics/datasources/nocloud.html#nocloud on the user-data formats top-level page https://cloudinit.readthedocs.io/en/latest/topics/format.html
