Bug Description
[Impact]
linux-hwe-edge won't build on bionic.
[Test case]
Build and boot the produced kernel.
[Regression potential]
Slower boot time or non-booting kernel, depending on the compression method used.

When building linux-hwe-edge 5.3 on bionic, it fails to find lz4 build dependency, as it was previously named liblz4-tool. This breaks the build on PPAs.
