Bug Description

Cassandra 3 nodes cluster allways looping in and out of maintenance mode in a executing state.
live seed -> Waiting for turn to restart -> Stopping cassandra -> Starting cassandra
back to live seed and over.

It will happen 3 or 4 times during setup, while new nodes join and the list of seeds changes. And should settle down and stop (we can minimize this with Juju 2.5+ using the goal-state feature).

If it is truly a loop, we need unit logs to track down what is happening. In particular, cluster-relation-changed on one of the units.

The config.changed.* flags are not being cleared, likely due to the custom hooks/hook.template file. It has gone out of sync with the basic layer's template; the basic layer registers an atexit handler to clear the flags, and the cassandra charm hook template does not.
