Bug Description
Binary package hint: multipath-tools
When installing multipath-tools (0.4.8-5ubuntu1) on a system which does not have the dm-multipath module, the multipath-tools deb will fail to properly install.
This is invalid behaviour, our system (for example) have a monolithing kernel, so there are valid reasons not to have a dm-multipath module, and still have multipath-tools function properly!

This happens also during a fresh install when the package is preseeded with pkgsel/include, since there's no modules.dep yet, which means that pkgsel fails.
