book-title doesn't get exported if language is not set

Bug Description
Using the ACBF Editor 1.15 (Ubuntu 18.04.2), the book-title tag does not get included in the export, if no language has been chosen. This results in an invalid ACBF file.
The easy workaround is to just define a language, but since language is optional in the specification, and it can be a bit confusing to users why the resulting ACBF is invalid, I'm reporting this as a bug.
The ACBF Viewer does handle these files gracefully though, by setting the file name as the title.
