Bug Description

[Impact]

ubuntu-distro-info is an important source of information about the current support state of the various Ubuntu releases. Currently, however, it provides no information about the status of Extended Security Maintenance for Ubuntu releases, which is an important aspect of Ubuntu "support".

[Test Case]

1. Run ubuntu-distro-info --help and observer there is no mention of ESM

With the version from -proposed there will be a switch to filter on ESM supported releases e.g. 'ubuntu-distro-info --supported-esm' and it'll be possible to show the number of days until the end of ESM ('ubuntu-distro-info --days=eol-esm --supported-esm -f). So the test case is really to make sure that those new filters work.

[Regression Potential]

If the relationship between the packages isn't right then they will not be upgraded together and we could end up in a situation where distro-info is unusable because it doesn't recognize the number of columns in ubuntu.csv. So try and only upgrade distro-info-data and if that works then there will be a regression which is bad!

[Other Info]

If we already had concrete ESM information in this package, it could have served to clear up the recent confusion about bionic's "10 years of support".

From the cloud image publication, we currently use distro-info-data to determine whether a particular image is valid for a variety of reasons; we currently have to perform manual steps for precise. When looking at automating this, it became apparent to me that we won't be the only Ubuntu (developers|users) who might want this data available in a machine-readable format, hence the bug.

When ESM is enabled and the ESM archive is accessible - that location should be publishing Supported: field imho. And that field should be updated to match the ESM reality.

Cause it was my understanding that current ESM is a subset of regular LTS support. At least for precise, it is my understanding that the scope of supported architectures and packages is different.

I'm not sure where/how the look-aside information w.r.t. ESM can be published for those that do not have ESM enabled.

For clarity, I absolutely agree that this is a different type of support, and therefore would need to be a distinct field in the data (and perhaps would need to be just a boolean, as I don't believe Canonical has committed to a particular timeframe for ESM for precise, trusty or xenial?). It would also need to be exposed differently via `ubuntu-distro-info`.

Requiring access to the ESM archives to find out this information would be (a) annoying from an implementation point of view, as no other image/release-level support status information currently requires any interaction with the archives, and (b) leads to a chicken/egg problem (for example, if someone wants to write software which checks if ESM is available for their system before it gets configured).
