non-resizeable settings dialog makes setup impossible on very small displays

Bug Description

The buttons are hidden below the lowest part of the screen, making them impossible to click. The settings window should be sized relatively to the desktop resolution, with scrollable items inside if there are too many.

Thanks, the window is now resizeable, but only bigger? It cannot go smaller than what it used to be.

Before the fix, the window had already been resizeable, only the minimum height was set by the contents. Now, you should be able to resize the height to ~480px, in which case the "Accounts" page should scroll. In case the usable vertical desktop area is less than 720px, the window should automatically appear in a "downsized" state.

I have tested it, and for me it works on MATE 18.04.?field.comment=Before the fix, the window had already been resizeable, only the minimum height was set by the contents. Now, you should be able to resize the height to ~480px, in which case the "Accounts" page should scroll. In case the usable vertical desktop area is less than 720px, the window should automatically appear in a "downsized" state.

I have tested it, and for me it works on MATE 18.04.
