Bug Description
How to reproduce,
1) Go to unity-control-
2) Click on + icon, select a valid image
3) (Expected) GtkFileChooser dialog shows a small preview of the image,
4) (Actual) No, preview. Instead a icon (dialog-question) is shown.
This is same for user accounts panel when user tries to add a custom avatar.
