Don't quote {posargs} in tox.ini

Bug Description

Quotes around {posargs} cause the entire string to be combined into one
arg that gets passed to stestr. This prevents passing multiple args
(e.g. '--concurrency=16 some-regex')

About which job exactly are You talking here? I just checked fox.ini file in neutron master branch and I found quotes only in one place: https://github.com/openstack/neutron/blob/master/tox.ini#L118 - but this is calling tools/coding-checks.sh script and I think that this is fine here.

All other places where there is {posargs} used are without quotes already.
