Mirror downloading process broken for kernel-rt and python2-pysocks

The mirror downloading is failing due to a change in the upstream version for python2-pysocks package and because the rt repository is down.

Steps to Reproduce
------------------
Go through the download mirror process using the download_mirror.sh script.
Expected Behavior
------------------
All the required packages should be downloaded.
Actual Behavior
----------------
The script fails reporting that two packages are missing:
- Missing: logs/L1_
kernel-
python2-
Turns out that the python2-pysocks was upgraded in upstream, now the 1.6.8-5.el7 version is required.
Also, the ftp.riken.jp server seems to be down. The yum makecache command reports:

stx.2018.10 - As per the stx community meeting on 10/24, there is a strong desire to get this addressed in master and cherry-picked to the r/2018.10 branch asap. This impacts new mirror creation and can result in build failures for new adopters.
