Puppet not looking for manifest files where guide suggests

Bug Description

The Puppet Guide (https://help.ubuntu.com/lts/serverguide/puppet.html.en) suggests that the site.pp file should be placed in /etc/puppet/manifests/site.pp however, the example doesn't work (at least for me) unless the file is placed in /etc/puppet/code/environments/production/manifests.

Yes, as far as I can figure out the default location changed somewhere along the way (somewhere between versions 3.8 and 5.3.
