Bug Description
MAAS 2.5 runs commissioning scripts by default. Once done tags that define an XPATH are not being automatically linked.
Reproduction steps:
1. Create a tag with an XPATH definition
2. Enlist a machine
3. New machine will be created without any tags
4. Commission
5. Tags are added only after commissioning
