Bug Description

- Windows 10, Inkscape 0.92+devel, master 1478, (98fb715, 2018-08-10)
- open Inkscape, open Edit->Preferences dialog
- get warning:
(inkscape.exe:4508): Gtk-WARNING **: 07:13:11.227: Failed to set text '> and < _scale by:' from markup due to error parsing markup: Error on line 1 char 16: ' ' is not a valid character following a '<' character; it may not begin an element name

- not reproduced on Windows 10, Inkscape 0.92+devel (200b3ed, 2018-08-05)
