[RFE] Support global DHCP options

Bug Description

With the standard Neutron DHCP agent, an operator can force certain DHCP options at the agent level. For example, an operator can define option 42 to ensure that a specific NTP configuration is available to all instances in an environment.

This request is to add a similar capability to configure global DHCP options when using OVN's native DHCP implementation.

    Add support for global DHCP options with OVN DHCP.

    An operator may wish to set certain DHCP options
    globally within an environment. This patch adds
    configuration options to allow an operator to
    specify DHCP option default values that may be
    overriden by more specific configuration at the
    subnet or port level.
