Bug Description

Hi there,

During the designate setup, the designate sink service is not setup (https://docs.openstack.org/designate/latest/contributor/architecture.html). It could be a good think to include it.

I have something working on my side. I will rebase and submit and review soon.

PS : the DNS cookbook is on Github, I was not sure if I had to open the issue here on directly on Github.
