We have explicit release gating in place, which can be relaxed now that linux-kvm will exist in non-LTS releases.

I believe the attached patch does the trick; I'll submit it as a branch once my current branch has landed.

  * live-build/ubuntu-cpc/hooks/033-disk-image-uefi.binary: don't manually
    install grub-efi-amd64 since that forces off grub-pc, which is otherwise
    now coinstallable.
