Bug Description
I have an environment where something went wrong with registration. I'm not sure how that happened but current state is:
* landscape-client is configured to run
* the system is NOT registered with LS
* the charm workload status says "System successfully registered"
I think it's to do with try_to_register function which uses sysvconfig.
If possible please improve the check so that we let users know something went wrong. Or even better retry registration on failures.
