[SRU] Ensure "minimal" images have "minimal" in their /etc/cloud/build.info

Bug Description

This is a backport to xenial for changes landed in bionic in https://code.launchpad.net/~tribaal/livecd-rootfs/trunk-minimal-build-info/+merge/342096

/etc/cloud/build.info is the file we write to the (image) disk where we track build information. In the current state of things we hardcode "server" in there as the build type, but should instead write "minimal" for minimal builds.

[Impact]

 * Minimized images will have "minimal" in their /etc/cloud/build.info file.

[Test Case]

 * No new autopkgtest was added, however, it is trivial to check the produced image for the appropriate key.

[Regression Potential]

 * Since minimal images have not had an official release yet, none.

Accepted livecd-rootfs into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/livecd-rootfs/2.408.29 in a few hours, and then in the -proposed repository.

I have verified that building the Xenial cloud images using this branch of livecd-rootfs with minimized flag results in
`build_name: minimal` in /etc/cloud/build.info.
