Bug Description

I checked enable_neutron_vpnaas: "yes" in globals.yml

Three vpn_agents was deployed with Pike successfully, but I found there is no vpn pannel in Horizon.
I think there are two reason that prevent vpn pannel in Horizon.

1. 'enable_vpn': True in local_settings.py of Horizon was deprecated from Ocata.

2. neutron_vpnaas_dashboard was not installed in Horizon container.
