USB-C is blocker (16.04 osp1)

Bug Description

USB-C tests are blocker in 16.04 osp1. Both certification coverage guide[1] and test case guide[2] were updated. However checkbox test plan[3] is not update yet. And we also need to create nested parts usb-c-cert-blockers, after-suspend-usb-c-cert-blockers.
