Bug Description

[SRU Justification]
Regression in installability of ubiquity package from xenial-updates; it currently depends on console-setup from xenial-proposed.

[Test case]
1. Attempt to install the ubiquity package without enabling -proposed.
2. Confirm that this fails to install with a dependency error.
3. Enable -proposed.
4. Attempt to install the ubiquity package.
5. Confirm that the package installs without pulling in a newer version of console-setup from -proposed.

[Regression potential]
As we are temporarily rolling back the bundled console-setup version in ubiquity, a future SRU of ubiquity may pull this back in. We need to make sure the underlying bug is addressed so that the console-setup SRU can proceed.

Hello Steve, or anyone else affected,

Accepted ubiquity into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubiquity/2.21.63.6 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-xenial to verification-done-xenial. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-xenial. In either case, details of your testing will help us make a better decision.

Further information regarding the verification process can be found at https://wiki.ubuntu.com/QATeam/PerformingSRUVerification . Thank you in advance!

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
ubiquity : Depends: console-setup (>= 1.108ubuntu15.4) but it is not going to be installed
E: Unable to correct problems, you have held broken packages.
# echo 'deb [arch=amd64] http://archive.ubuntu.com/ubuntu xenial-proposed main universe' >> /etc/apt/sources.list
# apt update
[...]
24 packages can be upgraded. Run 'apt list --upgradable' to see them.
# apt install ubiquity
[...]
The following packages will be upgraded:
  libsystemd0 systemd
2 upgraded, 322 newly installed, 0 to remove and 22 not upgraded.
Need to get 78.9 MB/104 MB of archives.
After this operation, 531 MB of additional disk space will be used.

so console-setup is not being upgraded.

The verification of the Stable Release Update for ubiquity has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report.
