check_disk_root with params set to '' causes error

Bug Description
If we set the disk_root param to '', we expect that to disable the check. What actually happens is the check returns "DISK UNKNOWN: Must set a threshold value before using -p".
This is due to the default adding " -p / " to whatever the param value is, however that enables the check regardless of the config value.
