[wifi-connect] regression: no Mgmt mode on nmcli c delete CURRENT

Bug Description
Running from master on 1 Nov 2017, I notice a regression:
When you are connected to an external AP and you use nmcli c delete WIFI_CONNECTION, the daemon does not detect the new state and set the system to MANAGEMENT mode, which means the wifi-ap is not put up and the user does not have a chance to join a new external AP.
Note: The bug does not appear when you click the Disconnect button on the operational page.
Expectation: If there is no external AP connection, the daemon should detect this and place the system in Management mode so the wifi-ap is started, the management http server page is up, thus allowing a user to join and connect to a new external AP.
Note: this regression does not exist on revision 0.10-2-dev currently in beta (the latest rev published, none yet on stable).
