[telemetry] Pike support : ceilometer-dbsync command removed

Bug Description

Hi there,

While using the telemetry cookbook I noticed that the collector recipe call ceilometer-dbsync command (https://github.com/openstack/cookbook-openstack-telemetry/blob/master/recipes/collector.rb#L35) which is deprecated since newton at least and removed since otaca.

Based on this line of code : https://github.com/openstack/ceilometer/blob/newton-eol/ceilometer/cmd/storage.py#L67, the proper fix would be to replace the call by `ceilometer-upgraed --skip-gnocchi-resource-types #{conf_switch}`

I am not sure this command is still relevant, if you think the fix is appropriate I can submit a git review.
