OpenStack Nova Cloud Controller Charm 17.11

Bug Description

We currently support:

    cpu-allocation-ratio
    ram-allocation-ratio

We should add disk-allocation-ratio to the mix since some might find it useful.

    Add disk-allocation-ration config option

    We already support configuring ram and cpu overcommit so
    this patch adds the ability to control disk overcommit.
