Bug Description

On a foundation cloud deployment, (3x3 MAAS ha), a node failed to boot after repeatedly requesting grub.cfg, making some progress, then perhaps timing out booting, then timing out on deploy. I'm not sure what the end state of the node is.

Shortly after that in the log there are many "[critical] TFTP back-end failed" errors.

Around the same time there are many tftp requests that are being retried by clients, perhaps they aren't being responded to quickly enough by MAAS:

This is with MAAS 2.2.2-6099-g8751f91-0ubuntu1~16.04.1
