All major NTP implementations ship a native service file nowadays with a
Conflicts=
necessary.
Closes: #873185
This should resolve the current issue in Ubuntu, where when both ntpd and timesyncd are installed, both are enabled yet neither run.

This insures test-copy is large enough for test-copy tests to pass.
