Scrollbar behavior

Hello. In Inkscape, I have noticed that clicking inside of the scroll bar
trough (but not on the actual scrollbar!) causes the scrollbars (and,
consequentially, the canvas view) to move in the direction of the mouse
click as relative to position of the scrollbar, and never stop. For
example, say the vertical scrollbar is at the bottom of its trough.
Clicking and holding halfway up the trough (assume a small scrollbar)
causes the scrollbar to move upwards, stopping only when it reaches the
upper boundary of the trough, even if the passes the cursor. (If this is
unclear I will be happy to try to explain it again.)

In OSX, the standard behavior is for the center of the scrollbar to jump,
instantaneously, to location of the cursor, unless the distance from the
edge of the trough to the cursor is larger than the distance from the edge
of the scrollbar to its center (the center can't fit where the cursor is),
in which case the scrollbar goes as close as it can get. (Again, I'm happy
to elaborate.)

I do not have access to a Windows PC in order to find out what behavior is
standard there (I imagine most of you do), but if it is the same as OSX, it
would be fitting for Inkscape to adopt this behavior. If it is not, I
cannot ask that it be changed for the minority of Mac users, but having
both as a preference might be nice. Thank you in advance for responding and
