Bug Description

In artful when logged in with the 'ubuntu' GNOME session with the mouse pointer on the leftmost edge of the screen, the scrollwheel scrolls through the available workspaces. The Desktop team says this is not the desired behavior.

Oh I think I misunderstood the issue. I think it's supposed to switch workspaces when scrolling over the Show Applications button, not the entire left side of the dock.

Right. At the Ubuntu Rally in NYC, everyone seemed to think that it was nice to have a quick way to switch resources, but that the entire left edge of the screen triggering this behavior (even when specific icons were highlighted) was non-intuitive.

As of last upstream commit in master

https://github.com/micheleg/dash-to-dock/commit/8cbfa9836efff3c05b293df8775ac42ab9affd0e

which you can easily cherry-pick for the ubuntu-dock branch, this confusing behaviour has been disabled.
