Pcbnew: menu alt-key behavior broken in GAL canvases.

Using Alt+V (or any other main menu accelerator key) to open the view menu does not work in Pcbnew when using either GAL canvas. It works as expected with the legacy view. Looks like Skip() is not being called by a wxCharEvent in the new tool framework.
