need to not install ifenslave and possibly other packages when passthrough will render netplan

Bug Description

As i realized at
 https://code.launchpad.net/~vorlon/ubuntu-seeds/ubuntu.artful-drop-ifupdown/+merge/328111
I'm pretty sure that ifenslave and possibly other packages will currently be installed by curtin into an ubuntu target based on a configuration that lists them as dependencies.

That code will have to be updated to not install these packages if the target is going to render netplan.

Marked this as 'confirmed' as we even have a test 'TestNetworkBondingAbs' that has 'test_ifenslave_installed' and that is run for Artful also.
