[SIE] Hadoop 2.7.1 native libs download is the wrong thing

Bug Description

Default download link to http://sahara-files.mirantis.com/hadoop-native-libs-2.7.1.tar.gz is the wrong thing, it's the source of the native libs instead of the compiled libraries.

See http://sahara-files.mirantis.com/hadoop-2.3.0-native-libs.tar.gz for what the download should properly resemble: inside this tarball is a folder called native and a bunch of .so and .a compiled libraries.

    Add Hadoop native libs to common-artifacts

    The Hadoop 2.7.1 native libs found on sahara-files host were actually
    the wrong thing; additionally, we are no longer using that host.

    Instructions for building these libs are found in the README of the
    "hadoop" element in SIE.
