offline installs fail due to missing ubuntu-core-launcher

Bug Description

I tried to do an offline install using the 2017.07.11 xenial-server-arm64.iso, and it failed during the "Select and install software" phase with "Installation step failed". /var/log/syslog suggests this is due to ubuntu-core-launcher not being available on the ISO.

This likely happens because we're installing via tasks, and ubuntu-core-launcher was in the 'server' task in the release pocket, though it's not required by snapd anymore, so germinate doesn't pick it up and stuff it on the CD. Explicitly seeding it should work around this.
