Issues with setup tools (closed in 1695969) and various python/system packages has been discovered.
This includes different sensible behavior and thus package requirements for dnf. A requirement for redhat-rpm-config for the various python reqs to even build. Renamed qemu packages. Pymysql needs to be installed, and libselinux-python is also needed.
