[UI, 2.2.0rc2] Footer - External links on mobile should be in own row.

Bug description:

* Current result:

Given I'm in the footer - External links
Current footer on mobile looks broken as the external links are truncated.

* Expected/ correct result:

Given I'm in the footer - External links
On mobile the external links are truncated and looks broken, we should move both links into one row so it's more legible.
