[UI, 2.2.0rc2] Pod overview-Add Pod - Empty state is not displayed all users see is an empty table.
Bug description:
* Current result:
Given I am in Pod overview - Add pod
I haven't added a pod yet but as a user I am presented with an empty table which gives me no indication on what to do next. We need to provide further information for users.
* Expected/ correct result:
Given I am in Pod overview - Add pod
I expect to see an empty state panel which gives me instructions to 'Add pod' and provide further information on what to do next.
