Bug Description

Provision failed:
Critical nodes are not available for deployment: ["10", "8"].
Inspect Astute logs for the details

in astute.log
astute.log-20170315-1489557601: "error_msg"=>"Node is not ready for deployment: mcollective has not answered",
astute.log-20170315-1489557601: "status"=>"error",

Scenario:
1.Create HA cluster
2. Add 1 controller, 2 compute and 2 cinder nodes
3. Deploy the cluster(repeat 6 times) <<< failed here on second error
4. Delete cluster
