Bug Description
Just look at the attached screenshot
The policy file isn't somehow associated with files and it fails to open Files as administrator

I have only rproducd this bug when running Files on Ubuntu. Running it on Loki (unstable) either on bare metal or in a VirtualBox VM with Ubuntu as host did not trigger it.
