juju remove-budget command is missing

Bug Description

The listed possibilities for budget commands include:

create-budget
list-budgets
set-budget
show-budget

So while I can set a budget to zero, I can't remove a budget.

Just so it's clear, this hampers our ability to automatically test creating a budget as we don't want to overload a user with named budgets -- we'd quickly have hundreds. A workaround to avoid this in testing would be appreciated.

Paraphrasing Casey's comments on a workaround for clarity:

"A satisfactory workaround for this is to test against a new Omnibus & database every time. There is a reset script that wipes the database and restarts everything, so you don't need to redeploy the whole stack."
