vmtest: s390x requires zipl command

Accepted curtin into yakkety-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/curtin/0.1.0~bzr460-0ubuntu1~16.10.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

verification done. Checked source and verified the command to add is there, plus the tests exist.

Completed on both yakkety and xenial.

The verification of the Stable Release Update for curtin has completed successfully and the package has now been released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. Hi,

I'm not sure if we have solved the 's390-tools' are missing correctly.

http://images.maas.io/ephemeral-v2/daily/artful/s390x/20170628/root-image.manifest is missing s390-tool

And

http://images.maas.io/ephemeral-v2/daily/artful/s390x/20170628/artful/generic/boot-initrd

is missing chzdev tool.

Instead of curtin installing s390-tools, can we have s390-tools on the MAAS image the way we have it on the cloud-image?

Note, we need not to have s390-tools in container images.
