top-level window is not raised along with its child

Bug Description

steps:
- launch kate
- press Ctrl+O to open the "Open File" dialog
- launch some other application
- make the two applications overlap so you can visually check the stack ordering
- click on the main/top-level kate window (not its open dialog)

expected outcome:
kate's top-level window and its "Open File" child dialog are raised above the other application

actual outcome:
only the "Open File" dialog is raised above the other application, which then lies sandwiched between the two surfaces from kate.
